Katie's looking the other way, hand on a car window as if she's about to get up...
The other three are arguing...

The women look upon Katie's dead brother.
Jessica has put an arm or two around her...
JESSICA: Katie, turn away...
KATIE: He wouldn't have shot me.
SHAREEN: You just...never get used to seeing a thing like that.

DEE: Commissioner Atlas! You a sight! But your boys--
ATLAS: Put in your paper. They did what they needed to do. Besides, we've a problem, Dee.
ATLAS 2: My men caught this guy, because I told them where to go. It was assumed, after the information received from LA, he would go after Maximum Man's family next.
DEE: Okay. Not a big deal. I mean, you did what you hadda.
ATLAS 3: The problem, Dee, is that someone else out there knew Dan's secret I.D. -- someone had to tell the hero killer!
FIVE (if necessary):
Close on Dee, worried.
PAGE 20Panel ONE:
They're in a hotel room.
Shareen is on the phone; Dee is next to her as support. Katie is standing by the window, looking out on Railway City. Jessica sits in some RCPD sweats, her costume draped over a chair, she's got her knees up on the chair, sipping a grande cup of coffee.
SHAREEN: Mom! Finally!...Yeah, I been calling all over LA. I tried the Church but Reverend James wasn't there....Yeah, well, find him, find you, that's what I figured.
SHAREEN 2: You guys are both okay? Yeah, put him on.
JESSICA: Oh, thank goodness!
JESSICA 2: Dee. What do you want to do now?
TWO:
Dee gets up...
DEE: I dunno. I mean, I've dealt with gangs in my reporting here and there, an' some feel the family's off-limits, others think it's a good way to bargain with your enemy.
DEE: I don't know the "rules" of supervillains.
THREE & FOUR:
Katie slides open the glass door and steps out onto the balcony.
FIVE:
Shareen is still on the phone in the background.
JESSICA: I've got a lot to make up for. I mean, I don't think it's too late to make good on the promises I made John when we got married.
DEE: Girl, you can't do things for him anymore. From here on, you gotta do for you!
JESS 2: It is for me...But it's in honor of him...them. Are you in?
PAGE 21ONE:
Shareen's off the phone
SHAREEN: Well, everything's okay. But I'm heading back to LA...

SHAREEN: Oh crap! Okay, okay!! Hold on, mad dog!
NEXT PANEL:
JESS: What the--?! What was that about?
SHAREEN: I just wanted to see if you could handle yourself at all. Not bad.
DEE: You're crazy, Shareen! Jessica there was gonna kick your little black hide!
NEXT PANEL:
SHAREEN: Yeah, it ain't so little...I gotta admit, guys, I've always wanted to do this.
DEE (disgusted): What? Be a superhero?
SHAREEN (proud): Be a superhero!
NEXT PANEL:
DEE: Am I the only sane one?
JESS: What about the people that might come after you? We should be prepared.
DEE: Yeah, fine if they come after me.
SHAREEN: What about her?
SMALL PANEL:
They look out towards the balcony where Katie stands.
PAGE 23ONE:
The three ladies come through the door.
DEE: Katie? We wanna talk to you. We may not be safe just yet.
TWO:
Katie doesn't face them.
KATIE: I know. If someone knew Maximum's identity, they might have discovered where Robert and I were.
SHAREEN: Well, heck, that never occurred to me.
THREE:
KATIE: I hate to say it, but our best defense...
JESS: Is a good offense?
KATIE: No. Our best defense...
FOUR:
This panel, at least 2/3 of the page, is a medium Close on Katie, the others are in the foreground, facing away from the reader (but Dee should be favored a bit in the shot).
KATIE (cont'd): ...is a tall, solid fortress with a steel infrastructure, numerous escape routes, and an almost overwhelming vastness that'll give you three (Because I take no part in "battles") room to learn how to fight the super bad guys our husbands couldn't thwart with their combined might in all their years! It'll not be a headquarters, girls...it'll be a lair, a trap -- and they'll come to us!
A large art deco Railway City skyscraper should be conspicuously placed over Katie's shoulder. A (no longer working) skycar line leads into the top of this building. The moonlight shines down on the industrial skyline of Railway City...
DEE (arms crossed): Hhm...
DEE 2: ...Guess I'll lead.
